The Arkansas General Assembly Act 65 of 1992 created the University Center of Mississippi County Community College. In 1992, Mississippi County Community College issued invitations statewide to four-year institutions in Arkansas. They were offered the opportunity to provide degree programs at that time. Southern Arkansas University and the University of Arkansas offered the first university degrees with the University of Central Arkansas coming later.
Letters of re-invitation were mailed in the fall of 1996. Arkansas State University of Jonesboro indicated interest and proceeded to confirm Mississippi County Community College survey data concerning student demand. In addition to Arkansas State University, the University of Arkansas and Franklin University are also participating in what is now the Arkansas Northeastern College University Center program.
